Symptoms: SP 2010 User Profile Synchronization service stuck on starting, FIM Synchronization service cannot be started manually (you should not start them manually anyways, but use Central Admin and it will start FIM Synch service). Resolution: Make sure Farm account and User Profile service account are members of the Local Administrators Group.
